The short answer

Oil of lemon eucalyptus (OLE), and the active compound refined from it called PMD (para-menthane-diol, also written p-menthane-3,8-diol), is the one plant-derived repellent with real evidence behind it and formal recognition from public health agencies. The CDC lists registered OLE products among the repellents it recommends for preventing mosquito bites (CDC Yellow Book, source 1). It is a genuine option if you prefer a botanically derived active ingredient.

There is one firm limit. Federal guidance says OLE and PMD should not be used on children younger than 3 years (CDC Yellow Book, source 1; NPIC, source 4). If you need to protect a child under 3, choose a different registered repellent.

What it is

Two things share a similar name, and only one of them is a tested repellent. Getting this distinction right matters.

The registered repellent is a product whose active ingredient is listed as oil of lemon eucalyptus or by its chemical name PMD (p-menthane-3,8-diol) (NPIC, source 4). PMD is the compound responsible for the repellent effect. These products carry an EPA registration number, which means the manufacturer submitted data on effectiveness and the agency reviewed the marketing claims (EPA, source 2). The EPA treats oil of lemon eucalyptus as a registered biopesticide, and it regulates PMD as a related but separate pesticide chemical (EPA skin-applied ingredients, source 3).

Pure lemon eucalyptus essential oil is not the same thing. The CDC specifically does not recommend “pure” oil of lemon eucalyptus, meaning the essential oil that has not been formulated as a repellent, because it has not gone through validated testing for safety and effectiveness and is not registered with the EPA as an insect repellent (CDC Yellow Book, source 1). So a bottle of lemon eucalyptus essential oil from a wellness shelf is not a substitute for a registered OLE or PMD product, even though the names look alike. Check the label for an EPA registration number and an active ingredient listed as OLE or PMD.

Effectiveness

OLE and PMD work, and for a shorter window than higher-concentration DEET. In the most widely cited head-to-head field study, a lemon eucalyptus product gave about 120 minutes (roughly 2 hours) of complete protection from mosquito bites, the longest of any non-DEET product tested, while a high-concentration DEET product (about 23.8 percent) lasted around 5 hours (Fradin and Day, N Engl J Med 2002, source 5).

The practical takeaway from that study and from agency guidance is that a registered OLE or PMD product performs in the range of lower-concentration DEET for a few hours, then needs reapplication sooner than the strongest DEET formulas. General repellent guidance notes that products with less than 10 percent of an active ingredient may protect for only 1 to 2 hours (NPIC, source 4), which is why concentration and reapplication timing matter. Read the specific product label for its stated protection time, since formulas differ.

Safety and the under-3 restriction

The clearest safety rule is the age limit. OLE and PMD products should be used only on children older than 3 years (NPIC, source 4). The CDC gives the same guidance (CDC Yellow Book, source 1). The reason is not that a toxic effect has been documented in young children, but that the ingredient has not been adequately tested in that age group, so the label restriction is precautionary.

The other issue on record is the eyes. NPIC states plainly that oil of lemon eucalyptus can cause significant eye damage, and it advises washing the eyes after an exposure to reduce the risk of longer-term harm (NPIC, source 4). During EPA review, eye irritation was the main adverse effect flagged for the technical material, and product labels carry warnings against getting it in the eyes or spraying it near the face. Keep it away from the eye area, and do not apply it to a child’s hands, since hands end up near eyes and mouths.

How to apply

  • Use a product that shows an EPA registration number and lists OLE or PMD as the active ingredient. Skip unformulated essential oil.
  • Apply only to exposed skin and clothing, following the label. Do not put it under clothing.
  • Do not use it on children younger than 3 years (CDC Yellow Book, source 1; NPIC, source 4).
  • Keep it away from eyes and mouth. Do not spray directly on the face; spray your hands and then wipe it on, avoiding the eye area. Do not apply to young children’s hands.
  • Reapply according to the label’s stated protection time, and sooner if you are sweating heavily or have been in water.
  • Wash treated skin with soap and water once you are back indoors.

OLE vs synthetic repellents

If you want a botanically derived active ingredient, OLE and PMD are the evidence-backed choice, and the only plant-based option the CDC groups with registered repellents like DEET, picaridin, and IR3535 (CDC Yellow Book, source 1). Compared with the synthetics:

  • DEET at higher concentrations generally protects longer per application, and it has no lower age floor of 3 years the way OLE does, so it is often the more practical pick for young children (CDC Yellow Book, source 1; Fradin and Day, source 5).
  • OLE and PMD tend to protect for a few hours and need earlier reapplication than the strongest DEET formulas (Fradin and Day, source 5; NPIC, source 4).
  • The eye-irritation caution and the under-3 restriction are more prominent for OLE than for some other registered actives, so it is not automatically the “gentler” option despite being plant-derived (NPIC, source 4).

Any of the EPA-registered actives, used as directed, is an effective way to prevent bites. The best repellent is the registered one you will actually reapply on schedule.
